Neighbourhood Plan Referendum – it’s a 90% YES vote!

The Neighbourhood Plan Referendum for St. Anne's has received a 90% YES vote. Yes votes: 6765 No votes: 755 Spoilt papers: 127 Turnout was 36% which is extremely high for a Neighbourhood Plan referendum.  

St. Anne’s on the Sea: Neighbourhood Plan retains town boundaries

The Neighbourhood Development Plan has been developed with the existing boundaries of St. Anne's on the Sea in mind. The Neighbourhood Plan is not connected with the boundary review between the town and Blackpool. The Town Council fully supports the current town boundaries and strongly objects to any proposed changes. Voting on the Neighbourhood Plan takes place on Thursday 4th May 2017.

St Anne’s on the Sea Neighbourhood Development Plan: Update

Following the Public Hearing held on the 7 June 2016, as part of the Independent Examination of the St Anne’s on the Sea Neighbourhood Development Plan, the Town Council, has set out a number of suggested changes and clarifications to policies and justification text. The suggested changes respond to issues and points raised during the Public Hearing, but also update the Submitted Plan to take account of the emerging Fylde Local Plan Publication version, dated June 2016. As a result of these changes and following the recommendation by Mr John Slater (Independent Examiner), the amendments will be subject to a short consultation period which starts on Tuesday 5 July 2016 and ends midnight on Monday 18 July 2016. The amended information can be viewed from the links below.  The notable amendments include various textual changes within the Submitted Plan, an amended Schedule of Local Green Spaces and a change to the Blackpool Airport boundary. Any comment or representation received will be forwarded directly to the Independent Examiner, for him to consider as part of the examination process. Due to the limited time constraints any comments received after the closing date of Monday 18 July 2016 will NOT be passed on for consideration. ST. ANNE’S NEIGHBOURHOOD PLAN – PUBLIC HEARING

**ANNOUNCEMENT** ST. ANNE’S NEIGHBOURHOOD PLAN PUBLIC HEARING ON TUESDAY 7th JUNE 2016 from 10.00 am ST ANNES PALACE, 18 GARDEN STREET, ST. ANNES’S, LANCASHIRE FY8 2AA WHY ARE WE HAVING A HEARING? This has occurred for various reasons. The independent examiner who has been appointed to consider the Neighbourhood Plan, Mr John Slater BA(Hons) DMS MRTPI, has made the decision to hold a public hearing. There are various reasons for this decision, including the size of the town (27,000 residents approximately), recent legal challenges and the lack of a recent Fylde Local Plan THE PROCESS The hearing will be held on 7th June 2016 at St. Anne’s Palace, with responses from supporters, objectors and representatives from both Fylde Council and St. Anne’s Town Council. The Town Council is there to answer specific queries raised by the examiner on St. Anne’s Neighbourhood Plan. Fylde Council will attend to respond to questions regarding housing allocations, Blackpool Airport and other strategic housing matters. WHAT HAPPENS NEXT?Aerial Photo of St Annes After the hearing the examiner will advise as to if Neighbourhood Plan policies are supported and if any amendments need to be made to our Plan and associated documents. REFERENDUM After this Fylde Borough Council must arrange for the referendum to take place. If more than 50% of those voting in the referendum vote ‘yes’, then the plan will become a legal entity. SUMMARY The process for making a Neighbourhood Plan is slow, frustrating and requires a great amount of work. Whist the process to make our Neighbourhood Plan part of the formal planning process has been delayed, the Town Council is as determined as ever to complete the process. Yes, we are disappointed, however are committed on delivering our Neighbourhood Plan in 2016. Again, we would like to thank everyone who has been involved and supported our ambition for ‘a garden town by the sea’. We could not have this far without your views, passion, enthusiasm, time and commitment.
